JJC’s work plan promotes improved communication, coordination, and use of model practices to create systems change in Minnesota’s juvenile justice system. The work plan focuses on specific issue areas through the efforts of statewide work groups of juvenile justice professionals, community-based providers, state agency representatives and interested stakeholders.
2009-2010 Work Plan
Goal I:
Provide leadership to improve state-wide communication and coordination in Minnesota’s juvenile justice system.
Objective 1: Legislative Efforts
Promote a juvenile justice legislative agenda
Goal II:
Create a unified Minnesota juvenile justice system.
Objective 1: Sponsor Greater MN Listening Sessions
1) Share information from June 2008 forum
2) Identify strengths and challenges of Greater MN related to juvenile justice.
Objective 2: State-Wide Vision
1) Identify common vision/principles for Minnesota’s juvenile justice system.
2) Identify common outcomes for Minnesota’s juvenile justice system
Objective 3: Data Collection
Collect statewide data needed to inform juvenile justice systems reform work.
Objective 4: Statewide Forum
Train and share information on how to implement work group plans, statewide vision and best practices.
Goal III:
Provide primary agency leadership and direction within 9 tenets.
Objective 1: Use of Model and Best Practices
Identify model county-based best practices in Minnesota’s juvenile justice system.
Objective 2: Aftercare
Determine a statewide vision for aftercare.
Objective 3: Diversion – Hennepin County
Establish a diversion pilot project in Hennepin County
Objective 4: Court System
Create a Minnesota best practice manual for juvenile delinquency courts.
Objective 5: Systems Integration
Improve coordination and communication between systems involved in Minnesota’s juvenile justice system.
Objective 6: Substance Use
1) Improve services and systems integration for youth involved in the juvenile justice system with substance use.
2) Create a more uniform response from systems to youth with substance abuse issues at risk of involvement in the juvenile justice system.
